Summary The Drug and Alcohol Program Manager is responsible for the daily oversight, administration, implementation, and operation of Allegiant’s Federal Aviation Administration (FAA) Drug Abatement Program. The position ensures compliance with DOT testing standards for pre-employment, random testing, and post-accident testing. The position coordinates vendor oversight and maintains testing capabilities across the Allegiant system. The position also acts as the Designated Employer Representative (DER), which requires the position to be on-call to provide guidance to operations personnel as circumstances arise.  Visa Sponsorship Available: No Minimum Requirements Combination of Education and Experience will be considered. Must be authorized to work in the US as defined by the Immigration Act of 1986. Must pass a Criminal Background Check. Education: Bachelor’s Degree Education Details: Bachelor’s Degree in Aviation, Business Administration, or related field. Certification: Yes Certification Details: DER certification required within 3 months of employment. Years of Experience: - Minimum five (5) years of experience in a DOT regulated industry. - Minimum three (3) years of experience in a drug and alcohol testing program. - Minimum one (1) year of experience in managing suppliers of drug and alcohol testing services such as labs, MRO's, or collectors. • Experience in tracking/trending/collecting/generating data. • Experience in and knowledge of Department of Transportation (DOT) regulatory requirements for DFW programs (e.g. FAA, FMCSA). • Extensive knowledge of and/or experience with FAA Drug Abatement Programs. • Experience with matters involving the Federal Aviation Administration, and other government agencies who may touch the Drug and Alcohol Program. • Proven project management and analytical skills. • Requires a self-starter with a high level of motivation and strong communication skills. • Strong work ethic, ability to work in a fast-paced deadline-driven environment and a positive attitude toward teamwork. • Willingness to assist managers, staff, and government agencies at the highest level of professionalism. • Ability to handle numerous projects at one time and meet deadlines. • Working knowledge of data analysis processes and procedures. • Working knowledge of regulations governing commercial aviation preferred. • Must be proficient in Microsoft Office Suite programs, including database and spreadsheet programs. Preferred Requirements • Airline industry experience. Job Duties • Responsible for day-to-day operations of Allegiant's FAA Drug and Alcohol Program. • Company point of contact with the FAA on all Drug and Alcohol Program issues. • Develops and delivers continuous improvement initiatives for the Drug and Alcohol program. • Investigates and resolves drug and/or alcohol testing issues, makes notifications to appropriate managers, and oversees testing database management. • Performs reporting requirements and facilitates previous employment verification for DOT(Department of Transportation) covered positions. • Participates in administrative staff meetings and attends other seminars. • Responsible for the proper tracking of all Drug and Alcohol Program testing results. • Maintains availability to company personnel to resolve all drug and/or alcohol related issues as they arise. • Responsible for department manuals and communications changes to stakeholders (internal/external). • Responsible for oversight and administration of Company HIMS Program for Flight Operations. • Responsible for the oversight of company (non-DOT) drug and alcohol program. • Assists with the maintenance and implementation of the company Drug and Alcohol Policy. • Maintains an on-call status during off-duty hours for drug and alcohol testing related events and investigations. • Responsible for oversight of program contracts with external stakeholders. • Assists with the bi-annual FAA Drug and Alcohol Program audit. • Completes all FAA Drug and Alcohol Programs MIS annual reports. • Coordinates and/or oversees all pre-employment, random, post-accident and reasonable suspicion Drug and Alcohol testing. • Responsible for the on-going analysis of the FAA Drug Abatement Program. • Attends related industry meetings, seminars, and training as needed. • Manages the work assignments of the Drug and Alcohol Program Specialist to include goal setting, training, monitoring, coaching, performance evaluations, and addressing job performance concerns. • Audits Company vendors and associated Drug and Alcohol Programs in compliance with DOT/FAA regulations. • Prepares reports, documents and procedures as needed for all FAA regulatory audits. • Compiles and presents data as needed/requested for internal audits. • Ensures any direct reports understand and apply our Customer Commitment and customer service standards to their daily responsibilities as appropriate. • Model Allegiant’s customer service standards in personal actions and when providing leadership direction. • Other duties as assigned. Office - While performing the duties of this job, the Team Member is regularly required to stand, sit, talk, hear, see, reach, stoop, kneel, and use hands and fingers to operate a computer, keyboard, printer, and phone. May be required to lift, push, pull, or carry up to 20 lbs. May be required to work various shifts/days in a 24-hour situation. Regular attendance is a requirement of the role. Exposure to moderate noise (i.e. business office with computers, phones, printers, and foot traffic), temperature and light fluctuations. Ability to work in a confined area as well as the ability to sit at a computer terminal for an extended period of time. Some travel may be a requirement of the role. COVID-19 Vaccination National Mandate Allegiant requires all team members to complete a record in Allegiant’s Vaccination Tracking Tool. Team Members may opt to provide records documenting their fully vaccinated status or agree to comply with weekly COVID-19 testing and reporting.
